The main aim of the ICOPER project is to provide mechanisms to ensure European-wide user involvement, cooperation, and adoption of standards within a large community to support all phases of standardization. On the more operational level the ICOPER Institute for Training & Consulting plays a crucial role in providing training on standards and specifications validated by ICOPER.

The Credo of the Institute is knowledge transfer for organizational enablement and uptake, to ensure that technology providers, educators and content developers are not left alone after training is completed. The transfer-oriented consulting like approach ensures that an individual interested in standards and specifications is able to receive all kind of learning resources that enable her to implement the standards and specifications chosen.

The ICOPER institute offers both live and online training and knowledge transfer opportunities. During face to face events a “trainer” or group of trainers works directly with “trainees” at the same place, at the same time. Face to face events may include the use of online tools. Online events include both synchronous and asynchronous events where a “trainer” or group of trainers may be present and work remotely with “trainees”, access to online resources and courses. All contents have been created harvesting the knowledge and training materials produced by the consortium during the project lifetime.
