Preparing the ICOPER Context Scenarios

In our effort to develop our context scenarios we have taken into account several approaches for competency development that depict perspectives and views of different stakeholders (educational and employer view), societal & market dimensions (employee-employability view) and the labour market processes. More information can be found in deliverable D-8.5 (part of the big picture of outcome-based education).

Our scenario matrix (see figure above) is identified by two dimensions which differentiate competency development. These dimensions reflect the level of autonomy of one’s learning and the synthesis of the target audience.

The vertical axis shows whether competency development is managed by an individual or by an institution. This differentiation relates to the autonomy and responsibility levels of one’s learning. The horizontal axis differentiates between an individual’s competency needs and working community’s competency needs. The main difference is that individuals (e.g. a university student, an employee, etc.) are usually having different personal needs, learning goals and motives, while working communities (e.g. a company, a community of practice, etc.) are motivated by specific predefined common goals.

According to two dimensions we can find in the matrix scenarios for re-skilling (upper left quadrant), professional development (upper right quadrant), development of corporate competencies (lower left quadrant) and development of a new Masters Degree or a course within an institution (lower right quadrant).
