ICOPER report on assessment and evaluation standards
ICOPER has just published a report on existing specifications and standards for assessment and evaluation and their usage in Europe.
In the assessment area IMS Question & Test Interoperability Specification is the main standard, even though not very much used. The ICOPER report states that the lack of use is due to "the interoperability in terms of semantics does not appear to be correctly implemented". The work group behind the report suggest that "a reference model for assessment content has to be defined in order to solve these problems".
Furthermore, the report has looked into the situation concerning course evaluation. Here the ICOPER work group has observed that none of the analysed institutions is using any standards or specifications. "There appear to be some sets of guidelines used within individual institutions that are followed without any direct relation to evaluation standards. In this way, explicit quality assurance is not performed." The ICOPER report concludes that there is a need for standards for course evaluation in higher education.
